The Institute's educational mission is to promote the development, transfer and application of professional knowledge, the acquisition of problem-solving and management skills, the maturation of intellect and character, and the development of civic responsibility. The Institute is ultimately a community of scholars, field practitioners, and grass-roots activists working in concert:
(1) To improve the quality and quantity of services offered to the public through governmental and non-profit organizations and associations
(2) To improve the economic conditions in economically underdeveloped areas of the United States and the world
(3) To promote effective citizen participation in government and in the community. This mission is carried out in an atmosphere which encourages intellectual and professional development, fosters a wide range of concepts and ideas, and enhances professional growth.
